Scams & scammers of such gigantic proportions can not exist & thrive without active political patronage. Hence, it's useless to say anything. It's not that the problem is un-solvable.

No police officer is going to call you and say they want $$ to release someone . If you get a call like that call the person thats "in custody". Do not pay them until you talk to the person thats "in custody, " in my country the usa when a person is arrested their name is on a database . Look up your state and check the persons name .

This kind of thing is not implausible at all in India. You'd assume the cop was simply extorting money and no arrest will have been recorded.
