They had better options and could have targeted areas that wouldn't spread into allied territories waters. Also would have hindered Risia amd China in one blow. Instead it was a small fraction of what Russia sold and the lines were going to Europe. The Caspian Sea would have targeted China and Russia big time. A major shortage and would really hurt their trade relations with Iran and India. That's the biggest flaw of this though. It would target India's Petroleum. India may not be a fan of China but they do have good relations with Russia.
