It depends on what you want to do. I believe the other abilities cripple one particular stat harder, but stare mildly debuffs everything

@@earthboundisawsome exactly, stare isn't bad (it's actually pretty good) but if you're aiming to debuff a specific thing there are other skills

It's definitely situational, especially compared to Vertigo/Cripple/Suffocate. I think it's most used when you want to debuff speed as well as attack, since Cripple isn't as useful. It's also a lot better when you don't have the aforementioned skills, since the next best debuffs (Mock/Trick/Shun) depend on emotion.
