Senior Associate Justice, Supreme Court of the Philippines
Born in Davao City, Philippines, Justice Antonio T. Carpio was sworn in as member of the Supreme Court on October 26, 2001. He served in the Supreme Court for 18 years, retiring on October 25, 2019 upon reaching the compulsory retirement age of 70.
Justice Carpio obtained his law degree from the College of Law of the University of the Philippines where he graduated valedictorian and cum laude in 1975. He earned his undergraduate degree in Economics from the Ateneo de Manila University in 1970.
Fresh out of law school, Justice Carpio went into private practice and founded the Carpio Villaraza and Cruz Law firm. He was a Professorial Lecturer of the U.P. College of Law from 1983 until 1992 when he was appointed Chief Presidential Legal Counsel with cabinet rank, Office of the President of the Philippines.
For his "distinguished and exemplary service" to the Republic, Justice Carpio was awarded in 1998 the Presidential Medal of Merit by then President Fidel Ramos. He was conferred a Doctor of Laws, honoris causa, by the Ateneo de Davao University in 2009, by the University of the Philippines in 2020, and by the Ateneo de Manila University in 2021.
On October 29, 2011, as Guest Speaker at the 50th Founding Anniversary of the Ateneo de Davao College of Law, Justice Carpio launched his advocacy to challenge the validity of China’s nine-dashed line before a tribunal under the United Nations Convention on the Law of the Sea. Ever since, he has been giving lectures all over the country on the invalidity of China’s nine-dashed line.
In 2015, the Department of Foreign Affairs sponsored Justice Carpio on a world lecture tour on the West Philippine Sea dispute. Justice Carpio presented the Philippines’ perspective on the dispute before think-tanks and universities in 30 cities covering 17 countries.
In May 2017, Justice Carpio published the book titled The South China Sea Dispute: Philippine Sovereign Rights and Jurisdiction in the West Philippine Sea.
While in the Supreme Court, Justice Carpio served as Chair of the Second Division of the Supreme Court and Chair of the Senate Electoral Tribunal. Justice Carpio retired with a zero backlog of cases.

There is what we call international waters, be it in Europe, Australia, Africa or South America, you can sail in international waters without restrictions. The problem with China is they are claiming the whole South China Sea beyond their own territorial waters and exclusive economic zones including the international water inside. In short, the middle part of South China Sea outside of any country's territorial sea is an international water. It is for all. Even China is a signatory of UNCLOS, they should respect it.

Macaria Elle did you hear what China said, they said they won’t follow the UNCLOS. Now, what DU30 Administration will gonna do? Nothing, they own it already, and you yellows keep on pushing Pres. DU30 to do something. The main at fault to begin with is Del Rosario, he listens to a US Senator to leave the place they were guarding. At that point right after the soldiers took off the SWS, China took over and that’s it. Now is history.

This is the first time i've heard about the other 2 treaties in the Philippines specially the 1900 treaty of Washington. So far, we only taught about the Treaty of Paris and that's all. I'm very thankful that i came across to this channel and learned further knowledge about our territories. Thank you, may this be spread across the world specially here in the Philippines.

Yes, the Treaty of Paris (Dec. 10, 1898) should never be taught separately from the 1900 Treaty of Washington, because they really go together. All Filipinos should know about them and therefore, those treaties should be taught in all schools as regular part of the curriculum.

Thank you so much for this concise lecture. Very authoritative and exhaustive. I am not from the Philippines 🇵🇭, but my wife is from Mindanao. I have to admit her default position was always that China has a authentic historical claim to the SCS. But we watched this video together and she was shocked by many of the things that she was not aware of. I believe all Filipinos should be aware of this video. And Chinese citizens should also be instructed in the details contained here. Unfortunately for the average Chinese citizen that will never happen with the state controlled media dictating what they are allowed to know about.
