Very interesting! Regarding the need for high representation just outside of the water, what about water mammals like dolphins, which have sophisticated representations?

Those mammals evolved by going BACK into the water. On this theory they were able enter unexplored niches with their new skills.

What does this theory have to say about Free Will? Does the moment of full brain coherence create true Free Will? So consciousness and Free Will may be essentially equivalent?

It really depends on how you think about free will I think. In the sense that there is an internal system that can represent, reflect, create and compare plans, intend, and act independent of the external world, yes. Something like this is enough for some people. In the sense that none of these processes are ultimately free from physical causation, no. Personally I think the theory goes a long way to explaining why we perceive ourselves as having free will, but doesn't actually show that we do at all. Much as it solves many soft problems of consciousness but doesn't solve the hard problem. Some people think it solves the hard problem, I do not understand these people entirely, but sometimes I can see why they think so. Consciousness and the perception of free will are linked, according to the theory, but not the same. I think the both come from the global workspace: consciousness arises from the global availability of information, free will comes from the global potential for action/intention.
