It lets you know when an assist can be called. You can't call them during double jumps, super jumps, specials or if they get hit.

Can I ask how you manage to use “Swarm embrace” (Fukua sends out a clone that grabs and throws an opponent similar to inevitable snuggle, like in 2:06)? The closest I’ve gotten to that is the clone move where fukua sends a clone to uppercut the opponent...

I don't think you're the only one, fighting games can be pretty hard to get into in general, but these guys are so good they make it look easy, discouraging those who just started out. Fighting games also have a small skill requirement, meaning that until you get used to the controls and are able to do what you want when you want to, which usually takes a couple of hours, it's kind of hard to have fun.
