The "change the way the world works" thing from what I've understood means that when he said "quintuple" after the detroit smash that he's basically landing five hits at once which is crazy (you can actually hear five loud impact sounds after it which is cool too)

The “change the world” line was meant to be more along the lines of “warp reality” due to the fact that he can change his speed while ignoring inertia and can hit 5 smashes in a move that looks like one hit. 120% is the combination of OFA at 45% + Stored energy from Fajin (Faux 100% from Season 6) + enhanced speed from Gear Shift (turns 100% into 120%)

when midoriya used low gear he slowed himself down to dodge shigarakis punch, that's what they meant about gearshift being inertia independant because physics in real life wouldn't allow you to stop on a dime like that because of inertia which means objects in motion will stay in motion. as for the 120%, that is happening because of gearshift overdrive which is a combination of fa jin and gearshift

I think the 120% comment is referring to Deku using 45% and stacking Fajin and Gearshift on top of it, mathing it out at around 120%. They stopped specifying percentages though so this is mostly guesswork

By "changing how the world works" it means that with Gearshift Deku can bend and change the very laws of physics that relate to speed, acceleration and momentum. It allows him to outright ignore a fundamental law of physics, which is Newton's 2nd law, the law of inertia. This opens him up to absolutely insane and outright broken opportunities and possibilities such as the possibility of infinite speed and acceleration.
