Whatever the concept to be implemented, it should have practicality. Maran's statement, "there are no backward State, only mismanaged State" is absolutely true. First thing India needs to do is to get rid of corruption and scandals. It may not be achieved overnight but, achievable. This itself would give 50% more growth. Exactly, like US, central government should focus on military, external policy and setting up overall guidelines that will create competition between states to do better. In that way, states can implement and do more development while center has less burden on micromanaging lot of things and focus on things that matters the most for the country. States can manage education, health and investment policies tailored to state/district level. A mayor in chinese city has more power compared to a minister in our state. We need to devolve power so that resources are spent efficiently.

When a nation is under developed, low GDP, low taxation, low in every development parameter, the first step is to raise wealth. At this stage you have to add fuel to private enterprise, where ever in the country they are, by what ever means. Because there is no better lesson from history that wealth creation is done only in a market based, free capitalism. No politician can generate wealth no matter what percentage of votes he/she got in the last election. India that is Bharat, was not supposed to be governed as one nation and one economy. India was supposed to be a federation of states where only defense, communication, currency, foreign affairs would be handled centrally with rest being governed by the states. This is what the cabinet mission plan of 1946 was all about which was accepted by Congress and Muslim League but vehemently opposed by the business houses profiteering under the centralized rule of the British. Since these business houses were the chief patrons of both Congress and Muslim League, Congress withdrew its consent to this plan. Withdrawal of Congress from the cabinet mission plan led to the partition and not Hindu Muslim divide that we have been led to believe. So, India I.e Bharat a federal union of states need to be governed as a union of 30 economies and not one economy.

Once Congress withdrew support, Jinnah rushed by offering the rich another deal ie no high taxes and allowing them to hold large landholdings. To top it, he allowed them to own any Hindu property. This made many Muslim businessmen move there and stayed large landlords. Pakistan still has hardly any taxes on fuel and has a lot of large landlords. The lack of land ownership is what makes sure that Pakistan has a lot of slums and farmers who work as tenants.
