May I know what's the reason for resting the tartlet dough for 3 hours? to relax the gluten ?

Yes indeed. Otherwise it will stretch back when rolling it into a sheet or when baking it

@@daniel145x I used all purpose flour. Need to reduce the amount of water. I suggest you add the water gradually until it form a dough to the consistency that you like.
