here's my thought yes the sheriff is his own being but the "friend" is probably a separate being too. confusing I know, but remember that Kris is his own being as the SOUL is too. Sheriff Timber is simply a result of the "friends" life giving affect to possessing Timbers (Doll)body. Without this "friend" possessing Timber's body, he simply couldn't do much. He's more or less a puppet to this "friend".

I realized that "Friend" is the creepy face that briefly appears in the basement of Queen's Mansion in Chapter 2, because not only is it clearly the same face, but that face is even called "Friend_Face" in the game files. This does raise questions about how it was able to manifest there before the Dark Fountain of Chapter 3 was even opened, though.
