Democracy Dividends: A Fireside Chat with Costa Rica's President Rodrigo Chaves

In recent years, democracies have faced mounting challenges that underscore the urgency of delivering meaningful benefits to their citizens. The need for democracy dividends has never been more pronounced, as nations throughout the Americas and the globe encounter internal and external pressures that test the resilience of democratic societies. Costa Rica has traditionally been one of the most stable of Latin America’s democracies, with a history of a strong middle class, little violence in politics and strong institutions. However, it has recently faced many of the same challenges as other countries in the region, as economic growth has slowed and politics have faced pressure from migration and transnational threats.
USIP hosted Costa Rica’s President Chaves for a discussion highlighting the crucial role of democracy in fostering enduring peace, stability and comprehensive societal growth. The conversation looked at how countries can counter these pressures by prioritizing democratic values and ensuring that the dividends of democracy are broadly felt and contribute to the well-being of all citizens to foster a harmonious and prosperous future.

Y presidentes de Estados Unidos de América han visitado Costa Rica en diferentes gobiernos: Kennedy, Ronald Reagan el cuál dio un memorable discurso en nuestro Teatro Teatro Nacional en la administración de don Luis Alberto Monge, Bill Clinton y George Busch padre también nos visitaron.Todo ésto lo aclaro sin ningún tinte político. No se puede ignorar las excelentes relaciones históricas que han tenido los Estados Unidos de América y Costa Rica, las cuáles son las democracias más antiguas y estables del Continente Americano. 🇨🇷🗽🇺🇲

1) De lejos, no es el único gobernante de la historia que ha sido recibido y atendido así por el Gobierno estadounidense. “De la historia” (en general) deja entre ver cualquier gobernante de cualquier país, cosa que es ficción y si se acota a historia costarricense, también es otra ficción. Se le olvida que existió Oscar Arias Sánchez, cuyas negociaciones derivaron en la paz de Centro América y un premio Nóbel de la Paz. Casi mensualmente se reunía con Reagan en el despacho Oval. Qué mejor recibimiento que la fructificación de su propuesta de paz. Ello, mientras en paralelo se reunía negociaba con Gorbachov (URSS). Puso de acuerdo a los antagonistas. 2) Segundo, ningún nexo de corrupción ha cortado Chaves para “ese cambio de percepción”. Esa es una “respuesta” débil, simplista y que de nota profunda ignorancia de los procesos geopolíticos y la guerra del 5g entre USA y China. China está por delante décadas de USA en materia de tecnología 5g y USA para competir, como es incapaz de competir legalmente (desarrollar su propia tecnología), busca pararse en la manguera y eso lleva haciendo hace años contra Huawei. ¿Qué tiene que ver esta guerra económica y geopolítica con Costa Rica, el recibimiento que le dieron a Chaves y ese cambio de percepción? Costa Rica es el único país en la región, Centro América, con tantas necesidades resultas y desarrollo suficiente como para plantearse la inversión 5g. Chaves, como conocido actor en Washington por su carrera en el Banco Mundial, cayó rápidamente en la mira grinda, es un peón más, ya sabían cual era su bando. La disyuntiva 5g occidental vs 5g chino (Huawei) se resolvió y confirmó rápidamente con la visita del comando sur, que nos respiró la nuca y recordó en el patio de quién estamos. Acto seguido la visita a Biden, a la que llegamos con un regalo: el decreto que sacaba a Huawei del juego, que dicho sea de paso nos traerá la ira del otro elefante y enormes problemas. La cosa es simple, es lucha de hegemones y Chaves “escogió” el elefante que mejor lo conoce, al que se debe. Por eso en todas las ponencias que dio, la ciberseguridad fue tema clave, y en todas dejó explícitamente claro que estaban supeditados a las políticas gríngas en materia de ciberseguridad y que no negociarían con China. Es pura geopolítica, relaciones internacionales y guerra fría. 3) Como puede ver, NADA tiene que ver que con que haya cortado nexos de corrupción. Al contrario, es sabido para el mundo que, en Costa Rica, en manos de este gobierno la corrupción se ha disparado, los indicadores así lo muestran (que ustedes lo rechacen como todo lo que denota las falencias de este gobierno imperfecto, es cosa de ustedes vivir en la penumbra). Ejemplos: la campaña de Chaves, los mercenarios digitales (trolles y demás), falsificaciones de estados financieros de la CCSS, ICE, INS…, Sinartgate y ahora más reciente la UPAD financiera. Como puede ver, no ha cortado corrupción, al contrario la ha disparado y en nada afectó la reunión con Biden ni las palabras de la embajadora. Las razones, por tanto, evidentemente no pasan por ahí, pasan por la geopolítica y guerras comerciales. Viven en una fantasía porque a) son incapaces de aprehender la realidad tal cual es o b) deciden vivir en esa fantasía aun y cuando conocen la realidad. Chaves no ha sido el único en ser recibido así y las razones tampoco pasan por donde usted dice. Como última reflexión, OAS llegó a proponer, negociar y cumplir, Chaves llegó a someterse, sumiso y cumplidor con la agenda del tío sam… @@JavierBrenes1

So proud to live in a real democracy , Costa Rica is the most free country in the world. We do not take sides in conflicts, we do not spend money on military . Only self governing, self sustaining communities can thrive in the world . Rodrigo Chávez is one of a handful of world leaders who serve the people in the country. He is one of the bravest men on the planet. He has taken on the corruption, the most powerful entities on the planet , and changed many important things in such a short time. He understands the idea of “ sustainability” beyond economics, beyond diplomacy, beyond political parties and beyond ideaology. He is the best president I have seen since John Kennedy. No wonder he has broad support of the people. The first time in my adult life I have felt that the government is on my side. I am an American who has lived in Costa Rica for 24 years. Never more happy about the decision to move here 24 years ago. I waited since the 60s to see a functional democracy actually functioning ! I love this county and I totally support President Chavez. By the grace of God, we have a real leader.

Now I want to read that book "30 Years War" too. Democracy starts at home while governments work to encourage that democracy starting with offering an intervention when both the rules and laws of democracy are not being followed. The following of the Democratic laws can not be applied in a double standard without that failure negative influencing the outside world. In a Democracty without systemic coersion towards minorities like women then of course those 'rules of the game" are being manipulated. In an atmosephere of systemic coersion in some organizations and communities that tends to trickle down to the most vulnerable in a situation where sometimes the only person who is doing their very best to avoid double standards is jetisoned out of that home only for confronting the head of that home who was not only applying double standards when it comes to the laws of democracy - When emergency services are needed for the then 'whistleblower' person is then further victimized by corruption both in the person called the head of the home and in how the established human rights are supposed to be getting safegauarded. It does't take a large portion of the population in any community to ruin democracy there. Only enough corrupt lawyers around most of all in family courts who willing to serve the corrupt crooks who are hoping to pass their 'family business' down to the next generation. Would merely adopting another form of nepostism based on only a facade of gender equality to promote female persons up the Democracy ladder that has been infected by things like misogynoy from long ago? - No! In my opinion. it would only make matters worse for all concerned there in that nation when people who are not for whatever reason qualified enough to communicate well in the community they are willing to become a part of there. For example when a person realizes their participation in that community thanks to how some misunderstanding before any formal invitation to be a part of it takes place an honorable person would not pursue that position there. Not only that since people who have been already enjoying a wider perspective who are genuine committed to the improving of human rights may be better at coming up with more efficient and safer ways to enforce human rights. For example human rights all across supply chains including for example sources of products like manufactured goods for export pricing and services at lower cost out of China. That is why under current leadership in Costa Rica human rights might improve faster than in the rest of the Americas only because of the determination in leaders to make changes. Leaders who are not more concerned with making a name for only themselves while climging the ladder when letting their accomplishements speak for themselves for others to praise. Like how this president was introduced in above video.
