A simpler, much less labor-intensive way to defeat fascism is to replace the primitive voting methods used by all of the world's democracies with a voting method that counts all of the head-to-head majorities. This would reliably defeat extremist minorities, because it would show that majorities prefer "centrists" over extremists.
