Either sell it as working or 'as seen' and not as seems to be working. It depends on the price if it was worth taking a chance on it. I'd take the plastic front cover off to look at the adjuster because it's not going to zero.

It likely was damaged in shipping which the buyer refused to cooperate in a claim.
