For a fighting game series, Denjin Makai/Ghost Chaser Densei/Guardians had a surprisingly deep story; you had to play all three games on all the characters (but mostly the first two games) to piece together the storyline and understand why Girulian, the final boss of the first game, is the main protagonist of the second. It's a great nod that most his moves in the second game are callbacks to his moves as the final boss of the first. Also, Zeldia best girl, even though she was a terrible character to play as.

FWIW, the basic gist of the storyline is that the games are set in the future after the third world war, in a highly advanced panopticon of a city-state where constant surveillance by a ruling AI and its human minders has eliminated all crime. Girulian believes that the AI, its human minders and android(Belva)/bioroid(Iyo, Zeldia) creations are oppressive of humanity and forms forces to oppose it. Denjin Makai/Ghost Chaser Densei deals with this as special force known as the Ghost Chasers are formed to combat Girulian's terrorists, known as "Ghosts" for their ability to evade AI surveillance. In Guardians, the AI government + its human minders become openly tyrannical, and now the player's role is reversed as Girulian returns with his Guardians (which include a bunch of defectors from the first game like Zeldia, Tulks and Belva) to fight the now-tyrannical government. That's why even though he was the final boss of the first games, he's the main protagonist in the sequel.

What an odd game. You have a protagonist who can scratch her butt just by reaching over her shoulder, who takes the worst window dive in the history of ever. A final boss who spends two thirds of the fight playing pocket hockey. You beat up a black man (just because he's white and you put a dot between the words doesn't make it not-racist). But the real tragedy here is Merman, and his twin brother Creature, whose forced servitude broke up their entire family...
