Well, he is talking specifically about that God in context of existing Judeo/Christian values; Whence came the premise that all people are created with inherent rights ie. not granted by another more powerful human or group, context, geography, history, family or gender) came from. These values grew directly from these books, history, cultures, learned mistakes, faiths, etc. a LOT more then (as Dennis would say) the Left will admit.
