Base on what I see on "Onegai! My Melody" Melody is usually really forgetful and clueless and she really loves cooking sweets, she is also most likely the most loved person of their town for being so precious. For Kuromi she already have a human version in the series but base on her personality she is always really angry and wanting to get revenge on My Melody for putting her in a lot of trouble, however deep inside that anger is a nice girl who is in need for love and attention. Base off on the comments that I read while watching "Onegai! My Melody" is that a lot of people really relates to Kuromi for being such a nuisance and broken and people also find her adorable, and for My Melody everyone just says about how adorable she is and how she should realize how much trouble she caused to Kuromi.

when i was little i remember watching a my melody anime and that's where i knew her from. up until recently, i thought everything that had her and kuromi was just my melody anime merch. her peronality is pretty much what you described, but she's less shy and more of a soft spoken airhead. kuromi in the anime is her enemy, and she's the team rocket type of villain, silly and goofy and writes everything my melody has ever done to her in a little journal. she's not evil or mean, just a little goblin thief.
