Many issues including how we tend to run the lines. Doesn't help Google was mostly interested in putting Fiber in places that ALREADY HAD GOOD INTERNET. They were only like doubling speeds from 500mbps to 1gbps. They could've gone to places near me where 25mbps was the maximum offered. Like the $150/mo package. And 5 or 10 was common. (Literally I think our options back at my mother's were either 5, 10, 15 or 5, 15, 25) the slightly bigger town next to me MIGHT have gone up to 50. (For reference, where I am now, I get 100mbps for $30 because of the Affordability Act or whatever, but that's with a $30 discount. Or in other words, it's not even 2mbps per $1. This is not the max package, though. I think I'm on the middle one)

It's unfortunately why "Business" internet is more expensive - normal home internet is often effectively shared between multiple people at a local level, there just isn't enough total bandwidth to supply everyone with their stated speeds *at the same time*. The contention ratio for some ISP plans can be as high as 50:1, that means that 50 people are sharing enough bandwidth that only 1 can use full speed at any time. It's why it's often slower at peak times, as that's when your neighbors are more likely to be streaming netflix or whatever.

Depending on her isp and internet type theres only so much she can do. If its coax they should check the lines, fittings and the main connection. If its fiber then they look at light levels. Hopefully she isnt getting her internet through ethernet cause thats trash.
