I’m too lazy too look for it but I’m 100% sure I’ve seen this common usage described in Huddleston-Pullum (descriptive, but authoritative reference). There’s essentially an implied “are” at the beginning of the sentence, but it’s dropped and made to look more like a typical statement to emphasize the rhetorical nature of the question.
