To the highlight new creators issue. First on your main page have a stream that always takes you to the next section I'm about to talk about. Make a section specifically for these type of users you're trying to promote. make the page so it has 10-30 streams on a main page. To pick these people for the page, set a raffle system to pick a user that falls into the criteria you are considering in this category (account age/amount streamed/avg user amounts etc. etc. ) and have this list of 10-30 streams change every 30 minutes/hour. And can have it pick like this from each section. So all communities are equally boosted. Someone go give train this or a similar idea.

Kick clip metrics suggestion: First of all if you want to encourage hard workers allow a fixed number of clips per hour streamed. SO for instance every week a streamer can upload 1 clip per hour streamed (and you can round it up or something). That way, the more you stream, the more clips you can upload per week. Secondly, make a list of all the engagement metrics you care about on a clip: views, likes, maybe some like/dislike ratio, comments, etc. Then normalize them into some sort of percentage or something so that they can be comparable and build a composite metric using all of them. So let's say we have normalized KPIs a, b, c make the clip virality metric something like sqrt(a^2+b^2+c^2). Between the normalization process and/or incorporating some weights you can balance which metrics you care more about. It's not going to be perfect but it will be eminently usable.
