Sir 1) can the cuff be applied on top of cloths OR have to raise the sleeve completely from the area of cuff and than apply cuff? 2) the Sphygmomanometer should be at the level of heart OR the arm and cuff applied should be at the level of heart?

Thin clothing if unable to remove you can do it that way. For thick clothing you cannot do it over clothing All 3 the cuff, the sphygmomanometer and the heart should be on same horizontal level approximately not exactly.

Such as these are normal ranges Elevated =120-129/80-90 Stage 1 HTN=130-139/80-90 Stage 2 HTN=140 or higher/90 or higher HTN crisis=over 180/over 120 But in case a pt have 120 sys & 90 dia what should we say its normal or not....??
