The numbers in each interval needs to be given from least to greatest. -3 is less than 0, so the interval is written [-3,0]. The comma is just form used for interval notation. When stating the interval when talking you would say -3 to 0 but the correct notation is a comma. It is just the way interval notation is written. I hope that helps.
