It's an old program called Paul's Extreme Sound Stretch. Just drop a file in, play with a few options and render it out. This one I also put in Sony Vegas just to mess with the equalizer a little. Tends to work best with more string sounding instruments. Anything like drums gets pretty distorted. hypermammut.sourceforge.net/paulstretch/
