Devbag is good. It's just 7kms from tarkarli beach as a continuation of beach on west with another mtdc resort on beach with cottages. So there r two mtdc resorts just a few kms across one at devbag with official scuba course and one mtdc at tarkarli beach with beach cottages on tarkarli beach

yes most of them are quite empty and its a very calm experience to be there.
