If We face issues and risks in the same time. Which ones is the prioritize so we have to allocate resources to solve or mitigate? Thank you

This is a great question! In theory, you need to address both risks and issues. You have to deal with an issue that is occurring now, because its impact is immedaite. But you also need to address a future risk before it happens in order to be proactive. I would prioritise them based on the level of impact - it might be better to address a future risk with a very big potential impact before you spend time on a small impact that is occurring now.
