When Chloe was talking to Ella , I feel like a problem that she was having with was not so much that she felt she needed to stop Lucifer from punishing people because that's her job, but more so that he's claiming that exacting punishment is his job as the devil. Therefore, she wants to know what's the point of law enforcement existing if there's already Celestial justice by means of angels, God, and the devil?

The whole Caleb situation they think he is a murderer they're getting rid of the situation as quickly as possible. Now as for Amenidal they have no idea who he is. And one initiating an arrest you do not want other people getting in the way and interfering. Now is the gun drawn a little bit excessive yes but that's Hollywood for you. You would most likely see that officer deploy a taser or mace if Amenidal started to become aggressive. Because even as a normal human I would not want to tussle with a man that size that's the only reason other than Hollywood why he would pull his gun.
