So just an fyi, particle accelerators are massive underground constructions. The Large Hadron Collider, AKA the CERN Super Collider in Switzerland has a 27 km circumference. To put it in layman’s terms. Eobard Thawne is from the way distant future, centuries ahead, he replicates the experiment of how the Flash got his power, and he gained Access to the speed force. He becomes the Reverse Flash, and becomes Barry’s arch-nemesis, with them traveling across time, fighting each other. In an attempt to kill the Flash, Eobard travels back in time to kill Barry, the Future Barry goes to the past along with him, they fight, and Future Barry takes Past Barry away, in his rage, Thawne kills Barry’s mother in an attempt that if Barry suffers something so Catastrophic in his childhood, he will never become the Flash. But as a consequence of this, Eobard loses his powers. This is because when Barry becomes the Flash, he creates the speed force. And since Eobard only gained access to the Speed force by studying how the Flash got his powers. If the Flash never exists, then Eobard will lose his powers as well, cause and effect. So, in order to get back to the future, Eobard has to be the one to create the Flash.
