These villagers do not have any government guidelines. They are just doing their dadagiri over there by making an office and charging money. If you question them they are going to confront you and threaten you. Its kind of a syndicate the villagers are running. Maybe this is their only source of income. Pls do not dare to indulge in an arguement with the villagers. Stay safe.
