What I'd like to see is the thing that MTV aired back in the early 80's, it was sort of a compendium of the band's career up to that point, with videos, live clips, and more of General Boy's monologues. If I remember correctly it was actually put together for an early home video release, I think actually for one of the first home video disk systems, and MTV aired it after the fact.

You're probably thinking of The Men Who Make The Music. It fits that description perfectly and could easily have been aired on early MTV.

I've always been curious about this pre-WB "Men Who Make The Music" ever since getting a copy several years ago. If I ever get to meet Devo again I would like to ask them, esp. where the 'live' footage was filmed (doesn't look like the Crypt, could it be someone's basement?)

If I am correct, this is taken from a rare Japanese laserdisc release of live footage from Nippon Budokan hall in 1979 with the same title as a later release in the US

No, this was never officially released and only began to circulate in the late 90s (to my knowledge).
