No, it's not. If you react for instance within 0.05 s, that not possible. So the rule insures that they all start at the same time visually.

I don't understand what the whining is about. A set time for EVRYONE and he left to early. Should there be a separate time for the white guy or is the complaint, the jump time should be changed? One hundred or one tenth, same same.
