When it blinks fast like that, it doesn't charge. It needs to slowly blink, maybe it's because the sensor uptop is not under the battery, it is a hall effect ic with the magnet in the battery.

Thanks for your video in my case the charger is very similar DC9116 and the fuse is fine (ok) it has continuity but when checking with a voltmeter the output is 110 ??? and it should be only 18 V. Why ?? Thanks
