Based on the title, I thought the discussion was focused on future plans. Instead, the discussion was mainly on the current practices. More can be done through the licensing process to regulate stocks maintained by rice mill owners. In the US, a 10-pound Rosa Kakulu pack produced in Sri Lanka and exported to the US is sold at $22.

In early 1970's, five large Silo complexes for storage of paddy at the acceptable moisture level, temperature, free of impurities like sand and stone, protected from pests and fungal damage and importantly preventing loss of stored paddy through theft by store personnel, were set up in 5 locations in the major paddy producing areas, One was at Hasalaka. Others were at Galigamuwa, Hingurakgoda, Ampara,.... etc if I remember correctly. In later years these were neglected or abandoned. Cannot these complexes with the rice mills be reactivated, modernising if necessary creating enough capacity to store anticipated increase of paddy crops in the future. Aren't these ideal to store buffer stocks for price stability and stock supply during scarcity and produce very high quality rice for consumers without stones and grit.

One thing I would have liked to know the PEOPLE factor at PMB. The Chairman mentioned team work but we all know how PMB and other government agencies acted in the past. Lethargy, corruption, connivance with Private Mill owners are alleged. How is this transformation of people going to be done for PMB to be successful?
I sympathize with Dhananath for having to sit through this talk. Manjula seems to claim expertise in economics but could benefit from understanding price formation better. Without price controls and import restrictions, we might have seen significantly lower prices. The delay in acting during early September, likely due to the government's no-import policy on rice, exacerbated shortages and contributed to the current crisis. The Sri Lankan government has a track record of delayed decision-making, which often worsens these situations.

So is there a chance for the government to now remove the price controls and see if the market reaches an equilibrium at a lower price point? Along with this maybe they should continue to regulate retailers and grinding mill output to make sure the free market system doesn't create artificial shortages and price hikes? Genuinely asking to understand the issue and a solution.. If we have better solutions maybe we should offer them (regardless of whether they are considered or not). Also wasn't there an expectation that imported rice would be much lower in price. Government oversight of grinding mills often results in corruption, as mill owners can bribe officials to provide false information and manipulate the market. The government seems to accept the lack of competition in the farmer-to-mill supply chain as a given, treating it as an oligopoly rather than addressing the root causes. Instead of focusing on regulation and price-setting, efforts should be directed toward creating the conditions for competitive markets. For example, establishing a commodity futures market where anyone can buy these contracts would allow farmers to sell their yield in advance, reducing the control of mill owners and large suppliers. The Central Bank of Sri Lanka has done excellent research on this. To avoid future cyclical shocks, we need free and competitive markets that prevent price manipulation rather than relying on flawed oversight mechanisms.
