I used to have a whiny neighbour who whinged when I vacuumed on Sunday afternoon. It was her rest day, and she needed quiet! I just ignored her. She didn’t have any grounds to whine. And if it had been 7pm, I don’t think she would have had grounds, either. Usually apartment rules are no noise from 10pm-8am.
