Its called Fly Away, it's part of the soundtrack for the anime Panty and Stocking with Garterbelt, a Japanese show based on American references and the American show I think called Drawn Together. If you do consider watching the anime, make sure to watch it in English cause it sounds way better and the jokes land better in English.
