This jutsu is the counter TO the sharingan. If it could be copied as easy as seeing it, then why did Kakashi, Obito, Sasuke, and Madara NOT USE IT. Like ever. This is because this Jutsu of Tobirama's creation was made using fuinjutsu, the art of sealing. Unless Sasuke somehow has access to the scroll of seals then, no way man.

The Jougan is different nobody knows the abilities. On top of that Boruto is an Uzamaki he was an nature affinity for sealing jutsu so he could learn it the old fashion way.

I'll probably be wrong, but I feel like Boruto ended up deciding to select a few shinjutsu to train. One of those being the evolved rasengan he made. And evoling the flying thunder god by some sort of teleportation via noticing specific aura/chakra signatures (like dbz)
