That’s something I’ve always wondered if they even noticed and it’s surprising they hinted/mentioned it in the website (as you said, it’s pretty cool). I think that could be the reason as to why they mainly showed tenkaichi 3 clips in the eventual teaser (idk if they showed the other ones, but it’s apparent they mainly showed the 3rd game) when that first dropped. I honestly hope they can make some of those things come to reality (Ik most are worried about DLCs, but considering dbz: kakarot doesn’t have online support, chances are it will either include everything we have currently and will use DLCs for the Moro/granolah arc, or it will only be for superhero, but I’m excited for tenkaichi 4!!

Hopefully modding for Sparking Zero gets big. Imagine that game with every single character from BT3 and RB2 on top of the new characters. Only thing that would make it sweeter is for a local (banned from online play) custom character option. Think less Xenoverse and more like how other fighters do custom characters. No shitty story mode just a sandbox for a custom roster of characters. At the very least I wanna add niche things like Tiencha with Kaioken or Kuriza and other Toriyama characters. I want Sparking Zero to be huge with mod/custom content.

Only problem with the BT4 mod is the shear lack of balancing. DBS broly has wild sense for 1 blast stock as well as numerous instances of supers and ultimates costing little to no ki (less than 3 bars)

Probably not, the devs probably were getting hella money to make the new Budokai game as good looking as possible. And making the new Budokai Tenkaichi game animated wise as well. Just like Goku went blue in the Broly movie, the modders possibly can inspire it, or the cgi drsgon ball movies inspired it, we'll never know

I think you are definitely reading that official statement wrong. It basically says "Game series garnered a lot of love and appreciation from fans due to how faithfully the game series replicated all sorts of moves and actions from the anime". Like the popularity was garnered, because the game series did the thing. Not that because the fans did the thing with mods, the series has remained popular. However that doesn't really disprove or approve the idea that the mods have had some effect on this. It's just that there's no official statement there. Personally I think that the mods might have affected the situation by keeping the original Tenkaichi 3/Tenkaichi series more relevant or on the lips of the community over the years. BT2 and especially 3 were phenomenal games, so even if the mods didn't exist I'm sure Bamco would have some sort of understanding for much appreciation the fanbase has for this old series. But it's hard to say why they decided to revisit the old series now, and by the same logic it's also hard to say if the mods had much (or how much) influence on that decision. Realistically I think it's a combination of factors. One, we are in an age of remakes, revivals and nostalgia. Second, Dimps has been doing financially/sales wise well with XenoVerse series, and FighterZ at least helps to cover the 2D fighting aspect of the fandom even though it's not a substitute for the old Budokai series, but they probably still saw room for another type of DBZ game and Spike's game output hasn't been the most successful, so Tenkaichi was probably a potential candidate they were looking into. Third, even before the mods, the buzz for Tenkaichi series has been pretty consistent for years, all the way from the HD collection begging around when Budokai series got its own collection. They must have been seeing Tenkaichi pop up all over the place when doing market research, especially when people were comparing or discussing them in relation to the newer games in online discussion and on forums. It's probably also a good sign they haven't dropped a DMCA on the Tenkaichi 4 mod or something, meaning they probably have enough foresight to understand how bad that PR would be.
