It's not just cost, it is also a completely different model of AI that use reinforcement training and that the AI can reason and figure things by itself and self-taught through systems of reward. The one use by ChatGPT use Supervised Fine Tuning (SFT ) and Chain Of Thought (COT) to run the model which required a lot of GPU resources, not to mention human resources to monitor. DeepSeek model has the ability to become more powerful because it doesn't rely much on trained data sets...so its ability to scale up in intelligence is much higher without relying on powerful GPUs. What also freak out Silicon Valley is that it is also open source which mean those companies that heavily invest in billions of dollars are now realizing they're not getting the revenue they expected in the future. I already heard many are cancelling ChatGPT subscriptions.

Who would have thought that software based AI (LLM) algorithms can be improved. Oh some people who do not think that software is written in stone of course. The research paper for some of their improvements, about the approximating some of the computations, was released about 4-5 months ago (if remember correctly). Investing in infrastructure for the AI industry ( based on the current state) is like investing billions in the 1950s, betting that the mainframes are the future of computing.
