As a programmer I've done loads of web scraping before, a good chunk of this information can be gathered off of the main tiktok page. Each url has the video ID & author, plus the main page of each video will probably have 99% of the rest of the information, along with (maybe) a little fiddling of their API to get the other 1%. Wouldn't be surprised if their API spat out JSON with all of this information available on it, plus if the API just took a video ID this would make it extremely easy to just gather the information and make a list over time. Doubt it's a breach, just an abuse of API to spit out freely available information.

Scraping doesn't get user cookies. Their JSON API doesn't include half of this data. I recon it was a vuln in how they implemented the API which lead to some weirdness. Or, more likely, a third part data broker. Personally, I think it was some random external development server testing functionality with junk data or something.
