It is a thing in the comics apparently. There's this one instance where young Thor moves the hammer a little since he wasn't worthy back then. Either the devs followed the comics or just misinterpreted that scene of Cap moving Mjolnir in Age of Ultron which this moment in the game is a reference to.

When you think about it this make a plot hole. The reason why black widow didn't even try to wield the mjölner is that her character is worthy from the hammer standards when you think about it. Also, a conformed theory says that cap was actually able to wield the hammer. Yet by doing so he feared embarrassing Thor. I think if he was alone in a small room he would just lift it normally.
