For your understanding, in OTL, the man, who founded the Cheka, also was the leader of the Temporary Polish Revolutionary Committee, as he was himself an ethnic Pole. Although Dzierzhynski himself would prefer Poland to be a part of USSR, in DWAR, he decided to either not to do that or to give the Polish people time, as he knew that the majority of the population preferred to be independent. That's why, he refused to join the USSR, when the treaty to form it was being signed. Unfortunately for him, Lenin passed away on the next year, after the Soviet Union was formed. And with Trotsky coming to power in USSR, both Poland and Bulgaria shifted away from the Soviet influence sphere, due to ideological disagreements, and that's how the Intermarium was formed. North Greece mostly followed the wave, as it was very dependent on Bulgaria. Talking about the German influence, it grew due to its vital role in Industrialisation, plus the Dutch Civil War and its consequences added a new ally to its sphere.
