what's the best resource (online or off) for learning how to properly formulate a service charge budget for a commercial property and to reconcile charges? Thank you!

Probably best to look at the examples in this professional statement and compare it against ones that you work with and assess compliance. As for reconciliation, best to sit alongside someone who's doing it and observe as there are different methods, some more time consuming than others.
