You mean to say "attempt" leads to ipc 417 and "commission or completion" leads to ipc 420. If we go by this logic, then a person who commits ipc 417 can also be held liable to attempt to commit the offence of ipc 420. That is, the maximum punishment of attempt of commission of 420 according to ipc 511 is half the maximum punishment of the commission of the offence of 420. This explanation of yours is not clear...

I think difference mentioned is not right in respect of example pertaining to business...if earlier intentions of the person were right/genuine and later their is loss or money is stuck in the deal, then it won’t be cheating and only civil remedy would be available.

In fact, it seems, in India cheating case is only generally filed u/s 420 IPC, after losing delivered money, which could hardly be given without assurance of adequate return..No such case is entertained viz. investnent in mutual fund in which money is poured into knowingly it is having market risk...
