Though Steel is Ductile in nature but Concrete is brittle in nature. And major area is also covered by Concrete. Therefore these method is used for designing of Water tank ; where load due to water is known.

Also Tensile stress of concrete is nearly 1/10 of Compressive stress. So the failure also can happen suddenly in WSM without any sign of failures like cracks, creep...

WSM is better than LSM. Because concrete area is more than as provided in LSM. As concrete is in nature of brittle. it got enough strength to susceptible against load and become under reinforcement. Either WSM or LSM structure must be prepared as under reinforced.
