There are the actual current on the HV and LV sides. In other words 24 is the real current that is currently coming to transformer HV side. I think he's showing us the Relay in Real working conditions in a substation.

In actual case if I1= 24 , I2 shall be 96; when tap position in nominal tap. But in this case tap position of the transformer is not at nominal position.
