I think somewhere along the line it got lost in translation that Piemon is actually a Nobleman themed design based on an obscure myth/folktale about a Nobleman and Master Swordsman who was murdered by his rivals, who then mutilated his face and cut off his hands and feet. Their Ghost came back to haunt their killers wearing a fine mask and with their missing hands and feet replaced with swords. It's why Piemon is dressed in noble finery, wears a mask, is a Ghost, has four swords(one for each hand and foot), has a theme like this and is seen doing fancy things. Most people seem to think he is just a Clown.

I always have liked how twisted his whole design is. He looks like a clown, has couple of heart markings, is always smiling and is pretty colorful compared to the other villains but that's just for the show. There are also those skull marks on his elbows, sinister eyes and that small scar over his left eye hinting what kind of character he truly is. Not to mention as the other Masters ruled over areas that were habitable for life, Piedmon ruled over an area that was pretty much nothing but dark, dead and colorless wasteland while he remained as the only glimpse of color in all of that. Too bad he had so little screentime in the show.
