I think it was made by using noise texture as bump map, i suggest you to check out the texturing part in blender guru's donut tutrial.

Dunno if you do by comissions or on your own, but there's one dessert that seems easy to do ( I use Blender for fun ) (and is good for eating too hehehe), I don't know the name in english, here in Brazil it's called "Gelatina Colorida".
