I see two major privacy issues with the idea of a persistent, universal ID that is always present in or on your body: 1) This one is more obvious - you will be completely unable to be anonymous under any circumstance. Get stopped by the police? They can scan the chip/injectable and know exactly who you are without you being able to do anything about it. 2) This is much less discussed, as it is domain-specific knowledge in data work. The biggest headache when it comes to creating a comprehensive profile for a customer (and other data science applications, but profiling customers is what businesses are most interested in generally) is something called "entity resolution" or "record linkage". Essentially, it is very difficult to know if an entry in one database is referring to the same person/entity as an entry in a different database, unless they have some shared or universal ID number to perform the matching on. By having a single universal ID number for everyone, corporations will be able to trade data with each other and cross-match that data perfectly. This will allow for them to create comprehensive profiles about every single person, across every service that requires this universal ID, without having to deal with the uncertainty of entity resolution. With corporations sharing data with governments under orders from secret courts, I think you can see the extreme potential for abuse in this situation.
