The groundskeeper shack you bought round 1 gives you a one-time permanent increase of security level (the green banded text) when you buy it and otherwise allows you to get a temporary +1 security bonus level if you place a worker in a given round.

Yes that is right, green banners are a one off and not an ongoing ability, but he corrects that during the video
