dio 100% takes BIQ and IQ, the entirety of p3 was about how dio used his wits and charm to manipulate people, he was able to tell when johnathan was watching him with hermet purple, and many more. Dio also takes abilities, he has his vampire abilitys aswell as the worlds stand power that puts him deeply above diavolo. we see that he still has this power when he was fighting jotaro and was able to HEAR his heartrate more than 15 feet away
