Tag bits represent the number of cache needed to store the whole Main Memory, that is why Tag bits = (Main Memory Size / Cache Size). Number of lines represent the total number of line (= block) a cache can store. So to answer your question, we will need more than just 3 tag bits information. But I can tell you that with your 3 tag bits, we will need 3 MUX.
