There is evidence that thousands of disabled Ukrainian children have been forgotten and abandoned in institutions that can’t look after them.
The human rights organisation, Disability Rights International, has carried out an investigation and found children with severe disabilities tied to beds in overrun children’s homes unable to cope.
The BBC has been given exclusive access to an institution in western Ukraine, where disabled children from the east have been left by their carers who fled to neighbouring countries.
Huw Edwards presents BBC News at Ten reporting by Dan Johnson in Ukraine.

Ohlala🤨! An intelligent remark. Not. What you see in this video is not autism. These are children with multiple disabilities of the brain and body. Quite a lot of them have rachitis, a bone disease which occurs, when you don't get enough Sun whilst growing up. Which means that they have been locked up all the time all their lives. This is a crime against children!!!These children have the same right to live just like everyone else. Shocking.

@@heha9752 I agree that this is severe neglect. I was commenting on the statement made by one of the caretakers when she asked “do you see any intellect here?”. As if to say they are not able to understand their situation. They understand. They feel pain. They are aware of their suffering. Like I said, utterly heartbreaking.

My husband and I adopted two disabled children from Ukraine seven years ago. The conditions I witnessed even back then are incomparably worse than anything shown in this video. My husband and I have wondered if the orphanages and institutions were being abandoned. Profound neglect was rampant before full-scale war broke out. It is all horrifically tragic, but the humanitarian crisis for these children has been going on for much longer than the last few months and involves many other countries and much more severe conditions. If your heart is moved by these images, support families trying to fundraise to bring these kids home. Consider adoption yourself. There are so many children in need.

True, I remember how it was in Romania with *regular* orphans after the revolution... it was over the span many years, with the help of international ONGs, activists & so on (and entering EU), that such institutions largely closed down and there are better options available. I don't know the situation for the disabled children, though.

@@dyawr It was bad in 2017 when I was in School Aid Romania. Very often charities are the ones providing the better options. You can help by supporting those charities. You don't need to adopt. @Pixieton, yes there are plenty of charities helping orphans. Missionaries and OT/PT groups had visited my children before we got there. But what good is a few days of seeing a PT when you are still living in horrendously abusive and neglectful orphanages or adult mental institutions? The reality for most of these kids is that adoption is their ONLY way out. There are no charities eradicating the horrific living conditions that exist. They provide peripheral support and that sometimes can temporarily benefit the children. But no one is revolutionizing the care or the framework of care these kids get. Please don’t minimize adoption as one of many options. Adoption is not the answer to every crisis, but it is the only substantive answer for these children at this time.

At first when I heard that lots of staff had ran away I was disgusted but when I think about it I don’t think we can blame. War is scary. You could die at any moment. The staff that ran away maybe have their own child and other family members who need them and depend on them. It’s a very hard situation to be in. Are the staff really expected to forget their own family and instead stay with the disabled kids. People are scared and don’t want to die so I think it’s a normal reaction to run away to a safer location. It’s human nature to want to survive. I don’t think it’s fair for us to be disgusted with the staff who ran away for a multitude of reasons like wanting to protect their own children, other family members and of course themselves. It’s a very hard decision to make. I’m not saying I’m glad they left the kids behind or anything. It’s a horrible situation to be in. Let’s not be mad at the staff for choosing to run and save their own lives and instead be angry with Putin for creating the situation in the first place where staff had to choose between running and staying with those disabled kids. Let’s remember who the real enemy is here. Those kids are in a dire situation because of one man!

Well honestly there is a problem nation-wide of aids not being screened well enough to see if they are really serious about taking this responsibility in the first place. This happens in the US and there is no war going on here. I know this first-hand as I am approved for a program to have an aid in my home 5 days a week 7 hours per day and most don't view it as a career. They think it's just something to give them a paycheck until they can find something better. I am 61 years old with ASD and multiple medical conditions, homebound and wheelchair bound and as we speak my aid did not show up today. I try my best to fend for myself when that happens but it has taken me literally an hour to make a sandwich, some cut strawberries, and coffee. There are some who literally wouldn't be able to feed themselves in the event they were left alone. I have a background in patient advocacy and I just can't condone this type of behavior. It's OK to be scared but it's what you do with it that matters and in my book you don't leave the most vulnerable to fend for themselves and just think of yourself. That shows lack of commitment. In Ukraine this is less common because they culturally have more of a sense of social responsibility than we do in most Western countries and it extends outside one's immediate family. That is part of why this is so shocking to see that they all took off. You compare their actions against those of people who stayed or left but took with them completely dependent babies, elderly, and disabled people, even pets, and it really comes down to the individual's mind-set. The owner of the facility could have left too, but he didn't because he felt an inner sense of responsibility to these children. I hope the parents will come and get these kids and go to Poland or Germany where they can get the care they need.

I'm a parent of an 11-year-old child who has severe ASD, and this story is heartbreaking. That said, I'm not sure it is fair to say that all of the children here were "abandoned." The truth is probably more complicated. Of course, there are some parents who would abandon their disabled children: the abandonment of the disabled is a sad yet common theme in our world, during war and peace, prosperity and poverty, etc. However, war and its disruption on families means that a lot of people were probably separated and not by choice. For example, some of these children look as if they were already living in institutions (either for acute short-term or long-term/permanent treatment); some of their families probably lived nearby and could visit them daily (protocols such as COVID permitting, etc.), and so when the Russian army invaded they were able (or should have been able) to take their children with them before fleeing westward. However, I'm betting that a sizable portion of these families lived in smaller towns and cities or rural communities that were some distance from their child's institution, who might have visited or taken their children home on weekends and holidays, etc., and were thus cutoff from their children by these initial pincer movements of Russian troops. Where are they now? Perhaps the parents cannot locate their children, or they could have been forced to locate inside of Russia and are unable to leave or communicate. The parents or guardians could also be dead or injured, and the authorities are still trying to find (or are unable to find) the next of kin. There are all sorts of reasons why these poor, unfortunate children are in this predicament. I can only think what our family would be facing right now if this had happened here. We should blame Putin first. Then let's send aid for these children and those who are caring for them: bless them all!

100% the parents are not what they are taking about here. We have adopted a child from this country . These children are in what they call mental institutions. Children are routinely drugged with adult sedatives, tied down, etc. What ypu are seeing is totally normal pre war. @@susanplatt5331 its absolutely the parents who abandoned them (besides the exceptions stated above such as extreme distance, travel through front lines, a parents death, etc). Since when is your child not your responsibility? Blaming low wage care givers is unrealistic. Large sums of money are needed to care for even 1of these young people. The workers who fled are looking after their own families well-being which will always come before a job. This is a complicated issue and placing blame does nothing positive, but you could argue it's the directors fault for not making arrangements to evacuate the children, or to provide better care. He was quick to say the last girl was blind & unable to speak when she clearly was..which raises multiple questions with me.

Maybe they have their own kids at home and wants them to get to safety. in war, your family safety becomes priority...this kids have parents who abandoned them,so state is the one which needs to solve this. In my country during war whole such facility with kids adults teens and remain staff was in occupaied area, city was cut off, fell, everyone was shot inside it. So I don't blame at all staff who left, they have their own families, who they had to care for, their kids, state is the one which needs to find solution. But let's be honest,I have disability, survived war, suffer from severe PTSD so I can say this, no one gives a shit for such people, during war time, there is no countries who will take such people, not in big numbers at least. Coz they have enough of their own. Me as a handicapped, can't even apply for a stay permit and working permit in big number of countries coz I am disabled. So don't be delusional that anyone will give a crap about those kids, in the eyes of a states they are cost which will never contribute to society. So no one will actually push this agenda, if place where they are falls all remain staff will flee saving their lives, leaving them to mercy of occupators. Happened in my country. Kids who are from urban places have a chance coz mentality of people and their families is different, rural east Slavic areas, wellcome to 1945 when it comes to such kids, shame, burden and atrocity for families..

I can only imagine how hard it is to balance the care you're wanting to give many of them when you're also facing shelling and death at the same time and many of them not fully understanding what is going on or won't listen. It must just tip so many over the edge eventually to resort to doing something like that. From how much these events can hurt the human mind, and even more so for these disabled children, i wouldn't be surprised for some if they ended up in mental asylum or something before transitioning out of it after a few years sadly. In those places they sometimes have to resort to strapping patients down at night or even the day as well, so this doesn't feel like a large stretch to me. But of course I'm not condoning their former carers actions, just tryng to say that people do things under stress when the pressure gets to much to them that needs to be taken into account.

I volunteered as a teenager at an institution for physical and mentally disabled people. I was never in a situation like it is in Ukraine. To understand the mindset of parents who leave their children in institutions like that one has to be in their situation. Many of these children need specialized care. Ukraine has never been a rich country and most people have to work to support themselves. It takes a special person to care for these people. You have to have a heart for it. It is more than a job. War is a terrible thing and I understand that some of these caretakers got scared and left the country. Unless we are in their shoes we will not know what we would do in a similar situation. Another problem is that in former east block countries these handicapped children have no rights. I don't think it changed much since Ukraine declared independence from the Soviet Union. It was expected to place handicapped children into these institutions and forget that they existed. The caretakers in most cases were most likely not paid very well and saved themselves. We have no right to judge them because we are not confronted by war like it is in Ukraine. May they all stay safe and may this conflict be over soon.

It's a terrible situation all the way around. It's a terrible decision to be faced with and we should not judge these people because we haven't been faced with their reality. Thank you so much for covering this issue as i have been worried about this precise likelihood all along. This is an outcome that is predictable regardless of race, nationality, religion, ethnicity or creed. Thank you for shining a light on the face of the invisible. It was clear to me that both people with mobility and other problems including frail aged and people using chairs as well as orphans would have almost no possible opportunity to either flee, find refuge or sustain themselves. Massive issue that until now i have seen barely touched except for one Al Jazeera article where i requested more coverage. A disabled orphan faces the worst possible outcomes. I wish i could help. My heart absolutely goes out to these souls. It's horror upon horror and, to put it metaphorically, a matter of potentially being shot by both sides when circumstances dictate an ethos of every man for himself, although some brave and kind souls will make exceptions. May I disagree with you on some points? This is the result of war. In conflicts such as this people tend to want to take care of their own family first. If that means leaving your job and becoming a refugee in the fight to survive then there is no conflict. Family comes first. Then there is always fear and the need to flee a frightening situation. I can see it both sides, from those who fled to those who stayed. Nobody knows how they will react in a war situation. Comparing this situation with American everyday life is like comparing oranges to eggs. As far as I know, and you can correct me on this, America is not at war. Armed soldiers from another country are not throwing bombs and missiles around American towns and cities. They're not walking up American streets shooting at people. Yes, "I get the "there but for the grace of God go I" reference. But, America is supposed to be a first world country, one of the richest and you can't be bothered to look after the vunerable and the poor because of prejudices and baseless fears. A land that values the right to have a gun over the lives of it's children. A land that cares not about the health of the people, but cares for and loves wealth. Do I have to say more?

This is beyond heartbreaking. My heart is sobbing for these precious children & their caretakers. I’m so very deeply sorry what you’re all going through. I wish the DRI mentioned how we can help or you gave some hope that they were going to be moved & cared for in a more safe, attentive environment, tho the people looking after them are doing as best as they’re able given the situation. I’m praying ever so fervently for you all. May peace be with you & quickly. 🙏🏼🕊💜🇺🇦

As an amputee who is eager to make a career change and go into helping those with disabilities (as I'd rather do that than help make the rich richer) it breaks my heart that there is only 1.1k views and 799 comments on this video. What can I do to help these kids?

This is one of the saddest things I've seen in a while. What is Putin's problem? He needs to man up and stop being an embarrassment to the human race.

Ukrainian people left them, not Putin. Zelenskiy gets billions of dollars, people from all over the world are donating money and why he is not able to give his own people any support? In Facebook group a Ukrainian woman was asking some donation for fuel so local people can be able to drive cars. To the question why are you asking money from people who lives in Sweden (it was group for emigrants in Sweden) when your president gets so much money, she answer unfortunately local people do not have any support from government.

They won't even do that for the poor and elderly. The U.S. will send 80 billion worth of bombs day and night, but not ways to evacuate anyone to safety.

This situation, of dumping mentally and physically handicapped children in these types of institutions in Eastern Bloc countries has been documented and recognised officially for decades. LONG before the current situation with Russia. Don’t make excuses about your appalling treatment of your own citizens and attempt to blame others now that the world is looking at you. Shame on you, this is disgusting.

People in the USA cry and lobby over the “rights” of puppies and kittens, we NEED a revolution and a new era of HUMAN RIGHTS ACTIVISM FIRST! Human suffering should be our supreme cause and priority.

There's nothing wrong with being an animal rights activist, especially when you see how cruel human beings are. These kids families abandoned them to orphanages and took off to Poland.Abortion would have been a better option if these women knew of prior mental health conditions or genetic disorders. Autism can't be predicted(unless one parent has it),so not much can be done about that.

In a disaster in hospitals we were taught to save the people that were able to be saved. It sounds cruel but it's an unfortunate reality in high stressful times such as war.The children with parents were probably taken to Poland, but the abandoned ones were left behind.

That’s why in’s very important to identity a kid like that and have an abortion, bring them to suffer like this? Things can happen after birth but have an option is important.
